In the early 1990’s The Mobility Group staff prepared the transportation component of this plan for Downtown San Diego.  At that time the area south of Market Street in the downtown was underutilized with marginal land uses and crime problems.  The Plan developed mixed use land use programs that minimized future new highway needs, supported transit, created a walkable downtown, and defined a comprehensive twenty-year program of system improvements, along with transportation demand management and parking actions.  Since the early 1990’s downtown San Diego has been transformed with significant amounts of new housing, as well as retail, restaurant, hotels and entertainment uses (including the Gaslamp District, and the new downtown ballpark).  Largely because of the synergies of mixed use development and live-work in the downtown, this significant success has been achieved with virtually no new highway infrastructure, and has included significant enhancements to transit and pedestrian circulation systems.
